Housing Element

The State of California requires that the City Council adopt a comprehensive, long-term General Plan for the physical development of the City.  The Housing Element is one of seven mandated elements of the General Plan and it must address the existing and projected housing needs for all economic segments of the community.  The Housing Element must be periodically updated as directed by the California Department of Housing and Community Development.  The City's current Housing Element was adopted by the City Council on November 18, 2014, and was certified by the State of California Department of Housing and Community Development on January 21, 2015.  The current Housing Element covers the planning period of 2015-2023.

Community Outreach
The City prepared an extensive outreach list of stakeholders, including developers, service providers, and interested parties, and invited them to participate in the Housing Element update process.  The following community meetings were held to review and discuss the proposed updates to the Housing Element:
  • February 25, 2014 - Planning Commission Meeting
  • May 13, 2014 - Planning Commission Meeting
  • June 17, 2014 - City Council Meeting
Environmental Review
The California Environmental Quality Act (CEQA), together with State guidelines and City environmental regulations, require that certain projects be reviewed for environmental impacts and, when applicable, environmental documents prepared. In accordance with the CEQA, Housing Element updates are subject to environmental review.  The City prepared an Initial Study/Negative Declaration (IS/ND) for the Draft 2015-2023 Housing Element update. The IS/ND was available for public review and comment from September 12, 2014, to October 13, 2014.
