1. What affordable housing opportunities are available in the City of Dublin?

In general, the City of Dublin's Inclusionary Zoning Ordinance requires that 12.5% of the units constructed in a residential development project of 20 residential units or more be restricted in occupancy and in sale price or rent charged. Such restricted units are referred to as Below Market Rate (BMR) units.

For units being sold, 60% must be affordable to moderate-income households and 40% to low-income households.

For rental units, 50% must be affordable to moderate-income households, 20% to low-income households, and 30% to very-low-income households. (Section 8.68.030.B)

Whether you're in the market to rent or buy, there are several affordable housing opportunities available in the City of Dublin.

2. Are there any affordable homebuying opportunities in the City of Dublin?

As of September, 2010, the City of Dublin has seven developments that offer Below Market Rate (BMR) Units for purchase. BMR Units range from one-bedroom condominiums to four-bedroom single-family detached homes.

3. What is the Median sales price for home in the City of Dublin at this time?

As of May, 2011, the Median sales price for a home in the City of Dublin is $650,000.

4. Are there any affordable housing opportunities for seniors in the City of Dublin?

The City of Dublin currently has two developments that offer affordable housing opportunities specifically for those age 55 years and older:

• Pine and Cedar Groves at Dublin Ranch is a 322-unit apartment community located east of Tassajara Road. Pine and Cedar Groves currently offers 292 Below Market Rate apartment units, ranging from one to two bedrooms. Please contact their leasing office at (925) 560-0965 for more information.
  
• Wicklow Square Senior Housing is 54-unit apartment community located next to the Dublin Senior Center, off Amador Valley Road. Wicklow Square offers 53 Below Market Rate apartment units, ranging from one to two bedrooms. Please contact their leasing office at (925) 556-9424 for more information.

5. What policies does the City of Dublin have to encourage the development of affordable housing?

The City of Dublin is proactive in pursuing housing opportunities for households of all income levels.

The City Planning Division can work with developers to assist in the design of the project, and the housing specialist will assist in implementing the marketing of Below Market Rate units to the designated income categories. Nonprofit and for-profit developers of housing with large amounts of Below Market Rate units may contact the City to discuss possible assistance with financing from the City's Affordable Housing Fund.

In addition, the City of Dublin may be able to assist with gap financing if the project provides sufficient affordability and is able to provide sufficient financing from other sources to make the development feasible.

6. What is the Housing Element? How can I obtain a copy?

The State of California requires that the City Council adopt a comprehensive, long-term General Plan for the physical development of the City.

The Housing Element is one of seven mandated elements of the General Plan and must address the existing and projected housing needs for all economic segments of the community. State Law requires that Housing Elements be updated and certified every five years. Current copy of Housing Element

7. I'm a senior citizen on a fixed income. Is there assistance available to help me with the maintenance of my home?

The City of Dublin contracts with the County of Alameda for the provision of residential rehabilitation services within the City of Dublin. The Major Home Rehabilitation Program provides loans for maintenance, with the replacement or repair of systems within the home. Roof repair or replacement, electrical upgrades, or plumbing work are examples of types of rehabilitation that may be eligible. The program is available to households with income at or below 80% of the Area Median Income.

8. I'm disabled and need some accessibility improvements. Is there any assistance available for these types of alterations?

The City of Dublin contracts with the County of Alameda for a Minor Home Repair Program. This program may be able to assist with your accessibility needs.

9. How can I apply for a Section 8 Voucher to rent within the City of Dublin?

Section 8 is administered by the Housing Authority of Alameda County (HACA). To receive a Section 8 Voucher for a rental within the City of Dublin, contact the HACA at (510) 538-8876 to see if their waiting list if currently open.

10. I have some complaints and concerns regarding apartment management and/or a landlord discriminating against me. Who can I speak to about these issues?

The Eden Council for Hope & Opportunity (ECHO Housing) is an organization that is currently under contract to assist in fair housing issues within the City of Dublin, and is able to assist residents with complaints or can provide information regarding California State Law and housing discrimination. 12. Is there a service available that can assist with move-in costs or delinquent rent?

Yes. The Eden Council for Hope & Opportunity (ECHO Housing) offers a Rental Assistance Program (RAP) that can assist with move-in costs or delinquent rent due to temporary financial setbacks. The RAP helps by arranging a guaranteed repayment contract between the tenant and the landlord. For more information, please call (510) 836-4826.

13. Does the City of Dublin have a down payment assistance program?

The City of Dublin currently offers the First Time Homebuyer Loan Program (FTHLP). In the form of a deferred 30-year loan, the City will offer up to 15% (for Below Market Rate homes) or 10% (for Market Rate homes) of the sales price to go towards the down payment and/or closing costs.
